Special Milk Program (SMP)
Overview
Special Milk Program (SMP) provides payment for milk to children who do not have access to other meal programs and may be offered by public, private, and non-profit schools, or camps. Schools in the National School Lunch Program (NSLP) or the National School Breakfast Programs (NSBP) may also participate in this program which provides milk to children in half-day Pre-kindergarten and Kindergarten programs who do not have access to the school meal programs.
SMP is a Federally funded program that provides funds to states. These funds are to reimburse sponsors from a set amount, or up to the full price of the milk served to low income children.

Qualifying and Applying
Public, Private or Non-profit Schools, or camp sponsors can qualify for the Special Milk Program (SMP) if they have children enrolled who do not have access to other meal programs.

Reimbursement Claims
Claims are due to the Utah State Board of Education:
- no later than the fourth working day after the participating month
- claims submitted after the fourth working day are considered late
- there is a 60-day grace period to submit a late claim
Claim amendments that result in an upward amendment (additional reimbursement) must be received by the state agency within 60 days after the end of the month being amended. Downward amendments may be submitted anytime.
An exception for an upward amendment to a claim which exceeds the 90-day period may be granted with state agency approval if the circumstances that caused the amendment were beyond their control (fire, flood, disaster). This formal request must address the problem contributing to the lateness of the amendment and outline the actions to be taken to avoid future late amended claims. This exception is only available to a sponsor once every three years.
