With the reauthorization of the Individuals with Disabilities Education Act (IDEA) in 2004, states are required to develop a six-year State Performance Plan (SPP) that is to be submitted to the Secretary of Education in the United States Department of Education for approval. The SPP is to include rigorous goals for twenty specific indicators that are outlined in the federal statute. In establishing the rigorous goals, states are to analyze baseline data, gather input from stakeholders, and outline recommended activities for achieving proposed targets.
The Special Education Services Unit gathered and analyzed available data and drafted a proposed SPP that was shared with members of the Utah Special Education Advisory Panel and the Utah Agenda Steering Committee on October 11, 2005. Those two committees included representatives from the following stakeholder groups: parents of students with disabilities, individuals with disabilities, general and special education teachers, related service providers, school and district administrators, other agencies that serve individuals with disabilities, higher education, and the Utah State Board of Education. Specific input was gathered at that meeting.
