The Utah Special Education Advisory Panel (USEAP) is an advisory panel appointed by the Utah Board of Education who focuses on issues involving the education of students with disabilities.

Duties of USEAP:

• Comment publicly on any rules for regulations proposed by the state regarding the education of students with disabilities.
• Advise the State Education Agency on unmet needs.
• Advise the State Education Agency in developing evaluations and reporting on data collection.
• Advise the State Education Agency in developing corrective action plans to address the findings identified in federal monitoring reports under Part B of IDEA.
• Advise the State Education Agency in developing and implementing policies relating to collaboration with other agencies for services to students with disabilities.
• Advise the State Education Agency on eligible students with disabilities in prisons.
