Who is required to complete the EYE?

Rule277-522-2. Authority and Purpose

The purpose of this rule is to outline entry years enhancements of professional and emotional support for Level 1 teachers during their first three years of teaching to include mentoring, testing, assessment/evaluation, and developing a professional portfolio. The purpose of these enhancements is to develop in Level 1 teachers successful teaching skills and strategies with assistance from experienced colleagues.

Rule-R277-522-3. Required Entry Year Enhancements for Level 1 Teacher to Advance to a Level 2 License

  • All teachers with a Level 1 License with fewer than three years of successful teaching experience, employed or reemployed in the Utah Public Schools after January 1, 2003, are required to complete the EYE to advance to a Level 2 License.
  • Alternative Route to Licensure participants licensed (Level 1) after January 1, 2003, are required to complete the EYE to advance to a Level 2 License. Alternative Routes to Licensure Programs include:  USOE Alternative Routes to Licensure, Applied Technology Education/Alternative Preparation Program (ATE/APP), Foreign Credentialed Educators, Utah Transition to Teaching Alternative Program (UTTAP), Troops to Teachers (TTT), BYU ESL Program, and Granite School District LAUNCH.
  • During this time of transition, an exception is made for new teachers who graduated from a Utah University Preparation Program in December, 2002 and were employed for the school years of 2002-03, 2003-04 are not required to complete the EYE to advance to Level 2 License.

Examples:

  • A teacher moving to Utah from Idaho (taught in Idaho for two years) and employed by Washington School District to teach August 16, 2003 with a Level 1 License will be required to complete EYE.
  • A teacher moving to Utah from Colorado with a Level 2 License (three years of successful teaching experience) and employed to teach in Tooele School District after January 1, 2003 will not be required to complete the EYE.
  • A teacher with a Level 1 license employed in Jordan School District on August 30, 2002 will not be required to complete the EYE.
  • A teacher employed (1993-95) by Davis School District and reemployed on August 21, 2003 with a Level 1 License will be required to complete the EYE.
  • A teacher with a Level 1 License who has taught in Iron School District (2001-2003) and moves to begin employment in Box Elder School District on August 16, 2003 is not required to complete the EYE.
  • A teacher with a Level 1 License (two years experience in a private school) is employed in Salt Lake City District on August 16, 2003 is required to complete the EYE.
  • A teacher with a Level 2 License resigns from a teaching position in Jordan School District  (three years of successful teaching experience) and is employed in Granite School District on September 30, 2003 will not be required to complete the EYE.
  • A teacher enrolled in the USOE Alternative Route to Licensure, employed in Jordan School District without a Level I license will be required to complete the EYE after they receive a Level I License (3 years to complete).
  • A University of Utah student who graduated in December of 2002 and received a Level I License in April, 2003 and is employed in Granite School District on August 28, 2003 will not be required to complete the EYE.
