A: The basic principle is that fall enrollment is as of "the first school day in October." So, you should count students who are in membership on Monday, October 3.

School Facilities
Q: What forms do I need to fill out if we have a new building or an addition to an existing building for a charter school or building school in our school district?
A: For new school building construction in your school district or charter school, you need to fill out SP-4 (SP-4 Preliminary Information on Proposed School Facilities Construction) and SP-5 (SP-5 Final Plans Data on Proposed School Facilities Construction) forms. Once the project starts, you need to fill out an SP-8 (SP-8 Construction Inspection Summary Report). When the project is completed, fill out SP-9 (SP-9 Final Inspection Certification) and SP-10 (SP-10 Certificate of Occupancy) forms.
Q: Whom do I need to send these forms to? And by what means?
A: All the forms go to Jane Z. Zhang, the School Facility Specialist at USOE in the School Finance and Statistics Section. You can send in these forms by fax (801-538-7729) or by mail (School Finance and Statistics, USOE, 250 East 500 South, PO Box 144200, Salt Lake City, UT 84114-4200.) Q: What is the difference between a new school and a new school building?
A: A new school means a complete new school on a new site. A new school building means a new building on an existing school site.
Q: Does the total footage for a new school include sidewalks, playground and so on?
A: Yes, any area that has been planned and constructed should be included in the total footage.
Q: Where can we find vendors or manufacturers for school buildings?
A: The State Office of Education does not refer you to any of the vendors or manufacturers. However, here is a list of the vendors and manufacturers we have collected from the Utah Facilities Operation and Maintenance Association (UFOMA) conference exhibition: List of vendors and manufacturers. It is listed for your reference ONLY. The USOE does not have any responsibility to suggest any vendor or manufacturer nor has it any practice of selling products or services to schools or school districts.
