
Level 1 Teachers employed or re-employment in the Utah Public schools are required to complete the Entry Years Enhancement (EYE) program before they can upgrade to a Level 2 license. Go to Entry Years Enhancement for requirements to upgrade. Those with a level 1 CTE license who wish to upgrade to a Level 2 also need to complete 15 semester credits. Contact the subject specialist as to which courses are needed.
To convert your License to a level 3, educators must have 3 years of successful experience in their area of licensure and have successfully completed a doctorate in an education related field or hold National Board Certification or hold a current Certificate of Clinical Competence from the American Speech-Language-Hearing Association (ASHA). Submit an official transcript showing completion of the doctoral degree or a copy of the National Board Certificate or original evidence of Certificate of Clinical Competence along with a letter requesting conversion to a level 3 License and a check for $65 to:

Note if you are converting a Level 1 to a Level 3 you must meet EYE requirements and submit a recommendation from the school district superintendent, charter school or private/parochial designee for the Level 2 license, and a check for $65 made out to Utah State Office of Education.
