No Child Left Behind

The "No Child Left Behind" (NCLB) reauthorization of the federal Elementary and Secondary Education Act defines a "highly qualified" teacher. Teachers who meet the state requirement for a major/minor do not meet the federal definition in their minor field. The definition divides teachers into those who are new to the profession and those who are not new to the profession as of July 1, 2005.
