A teacher with an elementary area of concentration and a basic reading endorsement who completes the Advanced Reading Endorsement qualifies to be a Staff Developer in the area of reading /Reading Specialist at the local school level k-8 or at a school district level.
Boxes with an "X" indicate the minimum requirements in areas have been met. Courses should be a minimum of three semester hours in each area and should be taken within the last five years from the date of application.
Level II - Advanced Reading Endorsement (as of 9-4-2003):
[ ] Research in Reading
[ ] Supervision and Staff Development in Reading Instruction
[ ] Literacy Specialist InternshipSpecial Note: If a teacher completed the Level I endorsement under the old program, they must show evidence of the completion of Understanding and Supporting Early Literacy Instruction (k-6) or formal Reading Recovery verified on a university transcript and Reading Comprehension Instruction, as required prerequisites to the new Level II Reading endorsement. School and District Staff Developer/Reading Specialist
In lieu of university and/or approved inservice courses, teachers may apply for an endorsement through demonstrated competencies in the following areas of leadership and instructional experience or expertise as it relates to the supervision of reading instruction. Demonstrated competency will be validated by the USOE Elementary Language Arts/Reading Specialist or a designated educator.
[ ] Participate in an oral interview conducted by the USOE Elementary Language Arts/Reading Specialist or designee/s to determine applicant’s declarative, procedural, and conditional research-based knowledge of each individual course.
AND
[ ] Present extensive documented expertise in the area of literacy leadership on both a school and district level to the USOE Elementary Language Arts/Reading Specialist or designee/s demonstrating leadership knowledge and expertise.
OR
[ ] Receive verification from USOE Elementary Language Arts/Reading Specialist by providing the specialist with university course syllabi and a transcript noting each course to be reviewed for equivalency outside the State of Utah.
OR
[ ] Show evidence of participation in all sessions of each approved university/ inservice course (The applicant may have facilitated course delivery, but not formally registered for the course/s.) or show evidence of being an adjunct instructor or university instructor for each of the approved reading endorsement courses.
