Out-Of-State Educator License Application
Testing Requirements for Initial Licensure:
Utah State Board of Education Approved Praxis II Subject Assessment Test List (PDF)
ALL applicants for initial Utah licensure are required to submit at least one test score for a Utah State Board of Education approved Praxis II content test appropriate for their area of concentration or endorsement as part of the application for Utah licensure. Please refer to the following list of required tests to determine the correct test(s) for your application. Do not go directly to the ETS web site. The Utah State Board of Education Approved Praxis II Subject Assessment Test List (See below) includes the approved tests and passing scores for the various areas of concentration and endorsements. The test requirement is waived only where an approved test is not available. Applicants may submit copies of test scores as they are available to insure prompt recording and approval. Please check the test list often. New tests are continually being approved and new passing scores being established.
-Applicants Requesting Multiple Areas of Concentration and Endorsements
An additional Praxis II content test is required for each NCLB subject for which licensure is being requested. Passing test scores must be submitted before endorsements may be added . Use the Utah State Board of Education Approved Praxis II Subject Assessment Test List to determine the appropriate test for each area of concentration and endorsement. If an endorsement is not approved or a test score is not submitted at the time of initial licensure, it may be approved by the appropriate curriculum content specialist and added at a later date. -Applicants Holding National Board Certification
The initial test requirement will be waived for applicants holding National Board of Professional Teaching Standards (NBPTS) certification in approved areas. Additional tests will be required if endorsements are requested in additional NCLB areas. See NBPT Certification Test Areas Accepted for Utah Licensure..
-Conditional Utah Educator Licenses
Out-of-state applicants who request initial licensure in NCLB areas must meet or exceed Utah’s passing score on one approved Praxis II content test to be licensed in Utah. (See Utah State Board of Education Approved Praxis II Subject Assessment Test List for passing scores.) Out-of-state applicants for initial Utah licensure may be given a non-renewable Conditional Level 1 Utah Educator License if they do not meet Utah’s passing score on the appropriate test. The license has a three-year duration and is not renewable. It will be converted to a Level 1 Utah Educator License at the time a passing test score is reported to USOE and documented in the CACTUS system. Additional areas of concentration or additional endorsements may not be added to a Conditional Level 1 license.
-NCLB Highly Qualified Status
Applicants will be NCLB Highly Qualified in the areas for which they are licensed when they have submitted a passing test score and completed the application process. Educators holding Conditional Level 1 licenses are not NCLB Highly Qualified.
-Register for Praxis II
Applicants may register for the appropriate Praxis II test(s) and locate study materials at www.ets.org/praxis. Test scores should be reported to the Utah State Office of Education and applicants should mail a copy of the test score document(s) to USOE when they arrive to ensure prompt recording and approval. Documentation of registration for an appropriate test will be required as part of a complete application package.
