Authorizations Tab Page

The Authorizations tab page is made up of two parts.   The top part of the tab page is used to maintain the primary information about each authorization, requested, approved or denied.   There is a a row for each authorization.  The bottom part of the page holds space for additional information concerning each authorization's: justification, deficiency, and motion.  See documentation about Licenses and Endorsements for more information about the handling of authorizations.

How to... requesting a letter or authorization

assignment description  From list of educator's current assignments.  If you don't see the assignment in this list, you must go to the educator's current assignments and give him/her that assignment.
transcript  "yes" or "no", Indicates whether or not the educator has submitted a transcript for evaluation
college  where the educator is completing requirements; from list of Utah universities that offer education programs
status  new, new-SAEP, approved, denied
reason for authorization  to provide the state board with a breakdown of the number and type of authorizations being requested

Validation Rules

A district may not request an authorization for an assignment unless the educator currently has that assignment as an active assignment.  Two authorizations for the same assignment are not allowed during the same school year.  If the educator qualifies for the State-Approved Endorsement Program (the educator holds the necessary license and license area, but is lacking the proper endorsement), the request will be flagged for the Educator Licensing staff to evaluate.

How this tab page works

The districts may enter requests for authorizations for only their educators who are under-qualified in a current assignment. The authorization is approved or denied by the State Board of Education, and is good for one school year.

When an authorization is first added it has a status of "new" or "new-SAEP".    If Cactus determines that the educator has a valid license and license area needed for the assignment, the educator will be flagged for USOE evaluation for the State-Approved Endorsement Program.  The district can fill-in all the data items in the row, except the status and approve/deny date.  The justification and deficiencies in the lower part of the window must be entered.  The district should justify the reason for hiring an underqualified educator for the position instead of someone who is qualified, and detail in the deficiency box what the educator needs to complete to qualify for the necessary license, license area, and/or endorsement.  It is not necessary to add a new authorization for an assignment if the educator already holds the licenses and/or endorsement required for the assignment, and Cactus will not allow such an entry.

After the board's approval the status may be changed to "approved" or "denied" and the motion of the board is added.  If approved, and the educator does not hold the license or license area needed as a requirement for the assignment  that license and license area are automatically entered into the educator's list of license areas with a qualified_by attribute of "authorization" and expiration date of 6/30 of the current school. year.  If there is a choice of two or more license areas that would qualify one for an assignment, the licensing office may choose the one that they feel is the most appropriate.  If the educator does not hold the endorsement needed as a requirement for the assignment  that endorsement is automatically entered into the educator's list of endorsements with a qualified_by attribute of "authorization" and an expiration date of 6/30 of the current school. year.  If there is a choice of two or more endorsements that would qualify one for an assignment, the licensing office may choose the one that they feel is the most appropriate.

If the authorization is denied (status "denied") no further processing is done, no licenses or endorsements are generated.  The requested authorization is kept on file for historical purposes.
