Core code is the 11 digit assignment code which specifies what the educator is doing

 

Institution is the name of the school where the assignment is performed

 

School number is the USOE-assigned school number

 

Assignment percent is the percentage of the educator’s time that was spent on this assignment for the entire school year. The percentages must add to 100% for each educator. If the educator has one assignment first semester and a different assignment second semester, each would be 50%.

 

Assignment status is A for active; or I for inactive, which is to say, no longer employed.

 

Mail pickup will be Y for the school where the educator receives mail. If there are multiple assignments, only one can be Y; the rest will be N.

 

Underqualified flag is actually a Qualified flag, i.e., Y is yes, the educator is USOE qualified; N is no, the educator is not USOE qualified.

 

NCLB qualified may be A for not applicable (not an NCLB core subject); I for interim, meaning the educator is NCLB highly qualified until his/her license expires; Y for yes, permanently NCLB highly qualified; and N for not NCLB highly qualified.

Degree major description comes from the CACTUS license area/endo code definition table.

 

Granting institution id is the code from the institution table where all CACTUS institutions are defined. This is the Utah college or university that granted the degree.

 

Granting institution name is the name of the Utah college or university that granted the degree. Out of state schools will be “Others not detailed”.

 

Degree state is the state in which the degree was earned.

 

Degree minor code refers to the CACTUS license area/endo code definition table where most degrees are defined.

 

Degree minor description comes from the CACTUS license area/endo code definition table.

 

Every educator does not have a minor. Some have more than one minor, in which case, the degree major will be repeated so that more than one minor can be attached to a single major.

            The incomplete license status indicates that the educator has not completed the background check. In some cases the educator has not submitted anything to USOE; in some cases fingerprints have not come back from BCI and/or FBI; in some cases the fingerprints were of insufficient quality and the educator needs to resubmit; in some cases there was a problem and the educator needs to submit documentation to the Utah Professional Practices Advisory Commission to be cleared.

Recommending institution is the college or university that recommended a student for licensure or a district that recommended the educator to move from basic to standard.

 

License area type is basic, standard, temporary (authorized), paraprofessional.

Expire date is null or contains a date on which the license area will expire.

License area code is the license area the endorsement is attached to. Each endorsement is attached to one or more license areas, as appropriate. You can look at the rules by going to the code tables on CACTUS and selecting the Endorsements’ License areas tab.

 

License area receive date is the date the current license area was issued.

 

Endorsement code and description identify the endorsement.

 

Endorsement receive date is the date the current endorsement was issued.

 

Endorsement expire date will be null if it is a permanent endorsement; for an authorization or state-approved endorsement program, there will be an expiration date.

 

Qualified by is route by which the educator earned the endorsement. The codes are defined in the code tables (the CACTUS icon looks like a green can) on the Qualified by tab. The Qualified by table may be downloaded from the Code Table tab page.

 

NCLB qualified may be A for not applicable (not an NCLB core subject); I for interim, meaning the educator is NCLB highly qualified until his/her license or endorsement expires; Y for yes, permanently NCLB highly qualified; and N for not NCLB highly qualified.

 

NCLB expires is the date the interim qualification expires. It will either be the date the license expires, or the date the state-approved endorsement program should be completed.

 

Recommending institution id and name are the institution that recommended the educator for the endorsement.

 

Restricted institution id and name is the institution where the educator is qualified to teach with this endorsement. The educator will not be qualified with this endorsement at any other institution.

 

Specialty is an indication of extra study in science for an elementary license area holder.
