REQUIREMENTS FOR
EDUCATOR LICENSES IN CAREER & TECHNICAL EDUCATION
TRADE AND TECHNICAL EDUCATION
I. LEVEL
1 LICENSE WITH CONCENTRATION IN CAREER & TECHNICAL
EDUCATION (ATE) ALTERNATIVE PREPARATION PROGRAM (APP)
A. State Application Process
Applicants must complete the requirements of the State Educator Licensing
Office which include:
1. Documented evidence of six (6) years of full-time occupational work
experience in one of the trade and technical occupational areas.
OR
2. Documented evidence of a Bachelor’s degree in
a trade and technical related area and two (2) years of full-time related
work experience.
OR
3. Documented evidence of an Associate’s degree
in a trade and technical related area and four (4) years of full-time
related work experience.
4. All work experience needs to be within 10 years of application.
5. Work experience will be waived if the applicant successfully passes
a recognized industry standard examination or state-approved competency
examination at or above the established cut-off scores. The cut-off scores
are one-half standard deviation below the national mean. Copies of examination
score reports or certifications must be attached to the application,
if required.
6. Individuals teaching a Career & Technical Education
program in barbering, cosmetology, or building trades shall also hold
a valid license
in the respective area issued by the Utah State Department of Commerce,
Division of Occupational and Professional Licensing.
7. The Level 1 License with concentration in Career & Technical
Education APP is issued for three (3) years
B. Limitations
on the Level 1 Licenses with concentration in Career & Technical
Education APP
1. Licenses are limited to teaching only those courses listed on the
current list of program endorsements. (i.e.: welding, carpentry, drafting,
automotive, electronics, machine tool, law enforcement, cosmetology/barbering,
commercial art, etc.)
2. The teaching assignment must be related to the occupational work
experience.
3. An applicant for a Level 1 License with concentration
in Career & Technical
Education APP for the Handicapped (restricted to teaching in Workshop
Centers for the Handicapped) must have eighteen months of work experience
in business or industry related to the teaching assignment.
C. Procedure
for Advancing to a Level 2 License with concentration in Career & Technical
Education
1. Hold a valid Level 1 License with concentration in
Career & Technical
Education APP for three (3) years.
2. Within three (3) years of obtaining the Level 1 license, the applicant
shall submit verification (college transcript) of the completion of the
required 17 semester hours of credit in education related courses from
the approved list below to the Educator Licensing Office. All coursework
toward advancement shall be prior approved by the State Trade and Technical
Specialist.
a. New Teacher Academy (2)
b. Instruction, Technology, Assessment and Planning (3)
c. Child/Adolescent Development/Classroom Management (3)
d. Introduction to Special Education (3)
e. Foundations of Learning and Teaching Diverse Populations (3)
f. Special Topics in Education: Literacy Strategies (3)
3. Complete the
Entry Years Enhancements (EYE) for quality teaching program.
a. Work
with an assigned mentor.
b. Score at least 160 on the Praxis II exam.
c. Completion of three (3) years of successful teaching experience
(minimum of half time) with evaluations twice a year.
d. Compile a working portfolio as defined by EYE.
e. Obtain a favorable recommendation from the employing school
district. (See Section III)
4. An applicant
who holds a Bachelor’s degree
will also obtain a secondary education license at the moment they
have completed the requirements
to move to a Level 2 license.
D. Individuals teaching a Career & Technical Education program up
to one-half day in relation to respective school schedule, whose regular
employment is or has been in any one of the trade and technical occupations,
may in lieu of “C” above have their license renewed for subsequent
three year periods upon the recommendation of the employing agency with
written assurance of appropriate inservice teacher education and supervision
and with the approval of the state Trade and Technical Education specialist.
II. LEVEL
1 LICENSE WITH CONCENTRATION IN CAREER & TECHNICAL
EDUCATION
A. Requirements for Level 1 License with concentration
in Career & Technical
Education
1. Bachelor’s degree in an approved teacher education
program, including sixteen (16) semester hours of course work in the
endorsement
area in which the applicant intends to teach, and at least two (2) years
of successful, full-time, related occupational experience, or industry
related examinations. (See Section IA5)
OR
2. Bachelor’s degree with a major in the occupational
field in which he/she intends to teach, including fifteen (15) semester
hours
of Teacher Education course work and two (2) years of successful, full-time,
related occupational experience or industry related examinations. (See
Section IA5)
B. Complete the Entry
Years Enhancements (EYE) for quality teaching program.
a. Work with

C. If a teacher who has been issued a Level 1 License does not teach
immediately or has an interruption in service of more than four (4) years,
the candidate may request renewal of the Level 1 License by presenting
six (6) semester hours of upper division credit completed in the area
of licensure during the preceding five-year period prior to application.
If the successful experience from the first year of teaching to the second
year of teaching is greater than five years, the first year of experience
will not apply toward the required experience needed for the Level 2
License.
III. LEVEL
2 LICENSE WITH CONCENTRATION IN CAREER & TECHNICAL
EDUCATION
Requirements for Level 2 License with concentration in
Career & Technical
Education
A. Holders of a Level 1 Career & Technical Education APP License
may apply for a Level 2 License with concentration in Career & Technical
Education upon completion of all requirements specified in Section I.
B. The Level 2 License with concentration in Career & Technical
Education is valid for five (5) years unless revoked for cause by the
State Board of Education. The holder may renew the license by appropriate
employment in education which must include at least a minimum of a half
time contract teaching during each preceding five-year interval; otherwise,
the license must be renewed in accordance with the standards for Educator
License Renewal.
