EDUCATOR LICENSING
REQUIREMENTS FOR
HEALTH SCIENCE AND TECHNOLOGY EDUCATION

I. Educator License
Endorsements to teach courses/programs in Health Science and Technology (HST) Education can attach to three educator licenses.

1) Secondary Education License
2) Career and Technical Education (CTE) License
3) Career and Technical Education (CTE) - Alternative Preparation Program (APP) License

The Secondary Education License is issued to individuals who complete a university teacher education preparation program. A teacher who qualifies for a secondary license may be endorsed to teach HST courses/programs through demonstrated competency.

A Career and Technical Education (CTE) License is awarded upon successful completion of the requirements identified in section III License Levels.

A Career and Technical Education - Alternative Preparation Program (CTE - APP) License may be issued to individuals who DO NOT have a Secondary Education License but qualify through a combination of post secondary courses/degrees and/or work experience related to health care.

Individuals may qualify for a CTE - APP Level 1 License by meeting one of the following criteria:

1) Documented evidence of a related bachelor's degree and two years of related work experience.
2) The combination of post secondary education and related work experience, which total six years.
3) Documented evidence of six years of full-time related work experience.

II. CTE License Limitations
CTE Licenses are limited to teaching the course(s) / programs(s) that align with the endorsement(s) granted. Only Career and Technical Education endorsements can be attached to CTE Licenses. All other endorsements require a Secondary Education License (e.g., health education, mathematics, science). Teaching assignment(s) must match endorsement(s).

III. License Levels
There are three distinguishing levels for educator licenses. The characteristics and advancement requirements for each level are listed below:

Level 1 Licenses are entry-level licenses that are issued for three years only. Level 1 Licenses may be extended, only if progresses toward the requirements have been made and additional time is needed.

To advance from a Secondary Level 1 License to a Secondary Level 2 License, all
teachers must complete three (3) years of successful teaching experience in the endorsement area(s) and obtain a recommendation from the employing school district, at which time a
Level 2 License may be issued.

To advance from a CTE - APP Level 1 License to a CTE Level 2 License, all teachers with CTE - APP Level 1 Licenses must:

1) Complete the New Teacher Academy - 2 USOE Inservice Credits
a. August Professional Development Seminar (1.0 credit)
b. October Professional Development Seminar (.5 credit)
c. Mid-Winter Professional Development Seminar (.5 credit)

2) Complete the Licensure Course Requirements – 15 College Credits
a. Instruction, Technology, Assessment & Planning (3.0 credits)
b. Child/Adolescent Development, Classroom Management (3.0 credits)
c. Introduction to Special Education (3.0 credits)
d. Foundations of Learning & Teaching Diverse Populations (3.0 credits)
e. Special Topics in Education: Literacy Strategies (3.0 credits)

3) Complete the HST Endorsement Requirements
a. Attend HST New Teacher Orientation – Summer of First Year
b. Attend Annual HST Summer Conference – First through Third Years
c. Obtain and Maintain Current CPR Certification
d. Obtain and Maintain Current First Aid Certification

4) Complete the Entry Years Enhancements (EYE) for Quality Teaching Program
a. Work with an Assigned Mentor
b. Score at Least 160 on the Praxis II Exam
c. Completion of Three (3) Years of Successful Teaching Experience (Minimum of Half Time) with Evaluations
    Twice a Year
d. Compile a Working Portfolio as Defined by EYE
e. Obtain a Favorable Recommendation from the Employing School District

Level 2 Licenses are valid for five (5) years unless revoked for cause by the Utah State Board of Education. They must be renewed by compliance with the current Standards and Guidelines for Revalidation and Renewal of Licenses http://www.schools.utah.gov/cert/require/renewal/renewal.htm

Level 3 Licenses are valid for seven years and issued to teachers who hold a current Level 2 License and have also received, in the educator's field of practice, National Board certification or a doctorate from an accredited institution.

IV. Health Science and Technology Endorsements
Applicants applying for an Introduction to Health Science & Technology, Exercise Science or Medical Anatomy and Physiology endorsement(s) must have a minimum of an Associate Degree in an allied health, nursing or related area with related work experience that equals a total of six (6) years.

Note: Introduction to Health and Medical Laboratory Technologies (Biotechnology), Advanced Health Science, Medical Math and Medical English may be taught with the Medical Anatomy and Physiology endorsement.

Applicants applying for an Introduction to Emergency Medical Services endorsement must have direct work-related experience and/or education that equal a total of at least six (6) years.

Applicants applying for any Health Technology endorsement (except Nurse Assistant) must have direct work-related experience and/or education that equal a total of at least six (6) years.
Health Technology programs include:

Dental Assistant Optical Technician
Emergency Medical Technician Pharmacy Technician
Medical Assistant Surgical Technician
Medical Office Administrative Assistant Medical Record Technician
Nurse Assistant (CNA) Medical Transcription

Applicants applying for a Nurse Aide Nurse Assistant (CNA) endorsement must be a Licensed Practical Nurse or Registered Nurse with related work experience that equals a total of six (6) years. In addition, applicants must meet State Board of Nursing requirements.

Note: Federal regulations require that all courses be taught by, or under the direction of, a registered nurse before students may take the registry exam.

V. Application process for a CTE APP Level 1 License and/or HST Endorsements

1) Complete the Application for Career and Technical Education - Health Science and Technology Education, being sure to provide:

- Official evidence verifying the degree earned and/or courses completed.
- Evidence from employers of related work experience (if applicable).
- Appropriate copies of health care related licenses and/or certificates.

2) Submit the application to:

Upon review by the State Health Science and Technology Education Specialist, Educator Licensing will notify the applicant if the application was recommended or rejected.

If recommended, the applicant must pay the assoicated fees. When fees are paid and the Utah State Board of Education approves the applicant, the license and/or endorsements will be issued.
