World-Class Instructional Design and Assessment (WIDA) Assessing Comprehension and Communication in English State-to-State (ACCESS) 2.0

ACCESS 2.0 is Utah’s online summative assessment of English Language Learners (ELLs). It is developed and maintained by the WIDA consortium, of which Utah is a member state.

This assessment is administered for a number of purposes-

  • to measure individual students’ progress in achieving proficiency in speaking, listening to, comprehending, reading, and writing academic English
  • to determine the success of language development programs in individual schools and school districts
  • to fulfill a requirement of the No Child Left Behind (NCLB) Act of 2001

Assessment Management System (AMS)

DRC is WIDA’s scoring and materials handling contractor. All ACCESS testing materials are ordered through DRC, and all testing materials are subsequently returned to DRC for scoring.


LEAs may use the screener of their choice to identify students for English learner services, as long as it assesses the four language modalities (reading, writing, speaking, listening). The following screener is available through the Utah State Office of Education (USOE).

WIDA-ACCESS Placement Test (W-APT)
W-APT is available to Utah LEAs through Utah’s membership in the WIDA consortium. There reporting categories align with ACCESS, as do administration materials and procedures.
