SECTION 1 – ELIGIBILITY TO PARTICIPATE IN ADULT EDUCATION INSTRUCTION
This section describes who is eligible for adult education services including both state and federal rules pertaining to:  resident, non-resident, out-of-school youth, and persons who are in possession of a high school diploma.  Funding codes for each “category of student” are described.

SECTION 2 – ADULT HIGH SCHOOL COMPLETION (AHSC/ASE)
USOE  Board Rule and the demonstrated AHSC academic competencies are presented; adult high school “earned” credit and coursework core standards are discussed as well as AHSC documentation standards for issuing “awarded credits."

SECTION 3 – ADULT BASIC EDUCATION (ABE)
A description of what constitutes ABE coursework is defined.

SECTION 4 – ENGLISH FOR SPEAKERS OF OTHER LANGUAGES (ESOL)
Parameters defining who are an ESOL student and the associated testing required to qualify a student is described.  Additional information is presented defining English Language Civics Education (EL/Civics).

SECTION 5 – FUNDING FOR SCHOOL DISTRICT ADULT EDUCATION
This section defines the funding formula for the distribution of legislative allocated funds to school districts sponsored adult education programs.   Supplemental and carryover funding parameters are also defined including the application and awarding process.  Program funding including both state and federal funding processes are also described in a chart format.

SECTION 6 – KEEPING TRACK OF STUDENTS
Information documenting student participation that must be maintained in student files is described.  Parameters describing the Student Education Occupation Plan (SEOP), Enrollee, Enrollee Status, Attendance, Contact Hours and funding codes are outlined.  The National Reporting System (NRS) competency levels for each of the adult education instructional categories including test scale score parameters are described in detail.  A general overview of the adult education management information system – UTopia is presented.

SECTION 7 – FINANCIAL ACCOUNTABILITY
State and federal rules regarding the collection of fees and tuition as well as budget and funding accountabilities are described.

SECTION 8 – APPROVED ASSESSMENTS FOR ABE, AHSC/ASE AND ESOL Statements provide an overview of assessment instruments used to place and measure student outcomes is presented.

SECTION 9 – PROGRAM AUDITS AND MONITORING
Information regarding the annual state audit and the associated required student data that must be maintained is presented.  Further information describes programming and desk monitoring process.

SECTION 10 – GENERAL EDUCATIONAL DEVELOPMENT
A description of the GED test is presented along with information about preparing for the test and the eligibility standards pertaining to taking the test. How to find a testing location and how an individual may access their GED records are presented.  The process of issuing adult high school credit as well as the validation of GED outcomes is described.
